2026–27 Welfare Exemption Affidavits – Claimant Resources
Overview
To support our paper-reduction efforts and ensure you always have access to the most up-to-date forms, the Assessor’s Office is no longer including supplemental affidavits in the annual Welfare Exemption mailer. Instead, claimants may download the affidavits they need directly from this page as applicable.
Required Annual Filing
Your annual filing is not complete unless the Annual Claim and all required affidavits are submitted together. All organizations claiming the Welfare Exemption must file:
- Welfare Exemption Annual Claim Form (BOE-267-A) – mailed to you by our office.
- Any applicable supplemental affidavits, depending on how your property is used.

The following affidavits are required based on how your property is structured and used (Refer to the “CLASS” field in the Property Location section of your BOE-267A form). Download and complete any that apply to your organization:

Over-Income Tenant Affidavit (Up to 140% AMI) – TAX CREDITS For LIHTC or CLT properties where some existing tenants earn above the lower-income limit but not more than 140% AMI. Please also provide the initial TIC as proof of low-income status when the tenant first move-in.

Over-Income Tenant Affidavit (Up to 100% AMI) – NO TAX CREDITS For properties under a public-agency regulatory agreement where some existing tenants earn above the lower-income limit but not more than 100% AMI.
Please also provide the initial TIC as proof of low-income status when the tenants first move-in.
